Who is Tracie Keesee?
Tracie L. Keesee, PhD, is a 25-year police veteran. She retired as captain of the Denver Police Department, where her last assignment was as deputy director of the Colorado Information Analysis Center (CIAC), the colorado state’s fusion center. She is the project director of the National Initiative for Building Community Trust and Justice, a Department of Justice project led by John Jay College’s National Network for Safe Communities. The initiative aims to improve relations and increase trust between minority communities and the criminal justice system, and to promote the public and scientific knowledge of the issues contributing to those relationships. Dr. Keesee is also co-founder and director of research partnerships for the Center for Policing Equity, which promotes police transparency and accountability by facilitating innovative research collaborations between law enforcement agencies and empirical social scientists, and seeks to improve the issues of fairness, particularly racial and gender equality – in the police, both within law enforcement agencies and between agencies and the communities they serve.
Dr. Tracie L. Keesee, returned to the Center for Policing Equity (CPE) in April 2019 as co-founder and SVP of Justice Initiatives. This critical position builds on CPE’s core mission, ‘justice through science’. She oversees all law enforcement relationships and program implementation. In addition, it works closely with communities to ensure their representation and participation in the co-production of public safety. Before returning to CPE, she was the first-ever Assistant Commissioner for Equality and Inclusion for NYPD. As deputy commissioner of Equity and Inclusion, Dr. Keesee was responsible for the overall organizational development and implementation of the NYPD’s Equity and Inclusion strategic framework. She also served as an advisor to the Police Commissioner for the Implementation of Accountability Systems that monitor training, recruitment, employee opportunities and complaints to increase the organization’s ability to attract and maintain an inclusive and diverse workforce.
She was also the assistant commissioner of training for NYPD, and during her tenure at the training agency, Dr. Keesee led the implementation of the paperless police academy, the expansion of training capabilities through NYPD University, the restructuring of the recruit curriculum, the expansion of CIT and integrated tactics training, as well as the creation of the Credible Leadership Initiative for UMOS, to name but a few.
In addition, Dr. Keesee co-founded the Center for Policing Equity (CPE), which promotes police transparency and accountability by facilitating innovative research collaborations between law enforcement agencies and empirical social scientists. The CPE also seeks to improve issues of equality, both within law enforcement agencies and between the communities they serve.
Dr. Keesee is a retired 25-year veteran of the Denver Police Department and holds a Bachelor of Arts degree in Political Science from Metropolitan State College-Denver, academic certifications in Public Policy and Public Administration and a Master of Arts degree in Criminal Justice from the University of Colorado at Denver, and a Ph.D. in Intercultural Communications from the University of Denver, and a Diversity Inclusion and Certification from Cornell University. She also graduated from the 203rd session of the FBI National Academy in Quantico, Virginia. Dr. Keesee has published numerous articles in various collected anthologies and peer-reviewed scientific journals.
