The list of witnesses who comply with congressional subpoenas, depriving the White House of its direction not to participate in the House impeachment investigation, seems to be getting longer by the day. Senior officials from the State Department, the Pentagon, and the National Security Council have all made statements, telling remarkably similar stories about how the Trump administration’s Ukrainian policies depend on what the United States is doing. For most of these witnesses, the saga begins with the desire to oust or oust U.S. government officials tasked with achieving U.S. policy goals in Ukraine, focusing primarily on promoting democracy and Russia has the rule of law, the fight against corruption and the protection of Ukraine. The order this spring to fire Marie Yovanovitch as U.S. ambassador to Ukraine was an important step, and it appears to have been ordered by Trump himself.
